Seeking bids at multiple bandwidth levels for bundled Internet Access and transport from 50 Mbps to 5 Gbps, where available. Both fiber and non-fiber solutions will be considered. Bids must clearly identify: - Bandwidth level(s) offered. - Method of transport/delivery (fiber, copper, satellite, microwave, or other technology). - Both last-mile and middle-mile transport methods if they differ. - Contention ratio, if applicable, or indicate that the circuit is dedicated. - Any data limits, overage charges, or usage restrictions. - Any leased equipment required to provide the requested service, including make and model. Pricing Requirements Bids must include all applicable fees and charges associated with the proposed service. Pricing must clearly identify and separately itemize, as applicable: - Monthly recurring charges. - One-time/non-recurring charges. - Installation and activation charges. - Equipment or rental charges. - Surcharges and other applicable fees or charges. - Data overage or other usage-based charges. Bids must provide sufficient information for the applicant to determine the total cost of the proposed service. One-year and multi-year pricing will be considered; however, a one-year pricing option must be provided. Month-to-month/noncontracted service proposals will also be considered. Any resulting agreement should be contingent upon the availability of state and/or federal funding and the library's ability to pay. Bid Requirements and Disqualifying Factors To be considered responsive: - The bid must specifically address the services and requirements identified in this FCC Form 470. - The bid must reference this specific FCC Form 470. - The bid must provide a proposed solution responsive to the applicant's specific service requirements. - The bidder must provide complete pricing, including all applicable fees and charges. - The bidder must have a valid SPIN/498 ID. - The bidder must provide discounted billing and invoice USAC using the Service Provider Invoice (SPI) method. - The bid must be received no later than 30 calendar days after the FCC Form 470 is posted. Generic advertisements, flyers, marketing materials, mass-distributed solicitations, generic price lists, SPAM/robobids, automated responses, or other responses that do not specifically address this FCC Form 470 and the applicant's requested services will be considered non-responsive and will be disqualified from consideration. Bids that do not provide complete pricing, including all applicable fees and charges, or that require the applicant to contact the bidder to obtain basic pricing information or determine what service is being proposed will be considered non-responsive and will be disqualified from consideration. Bids received after the stated 30-calendar-day deadline will be disqualified from consideration.
