(1) Vendor needs to provide program administration service for first–time homebuyer down payment assistance program to the government authority located in Covina, CA. • Develop, document and maintain administrative procedures necessary to operate the Program, subject to City review and approval.• Establish and maintain appropriate Program files, records, tracking systems, and databases.• Coordinate regularly with designated City staff regarding Program status, applications, funding, loan approvals, and other Program activities.• Recommend and, upon City approval, implement administrative procedures, forms, checklists, and other materials necessary for efficient Program administration.• Maintain appropriate internal controls and quality assurance procedures to ensure Program requirements are consistently applied.• Maintain sufficient staffing and organizational capacity to provide timely program administration services throughout the term of the agreement and promptly notify the city of any material staffing changes affecting program administration.(2) All the questions must be submitted no later than November 2, 2026.
