(1) Vendor needs to provide utility data management system.– Deliver an on–premises, vendor–agnostic utility data system to replace an outdated database for ingesting, synchronizing, and archiving usage data.– System must securely pull data from these primary sources, support data quality control, provide visualization over user–defined time periods, and permanently store trend data.– System must provide a framework to automatically calculate and trend monthly and annual energy use intensity for individual facilities using meter data and SQL metadata, taking into account parent–child relationships.– System must provide interactive trend displays for time–series interval data that allow users to select a time range and view one or more data streams plotted against time, with support for zooming, panning, cursor–based value and timestamp inspection, and display of engineering units and legends.– System must provide a user–friendly means to input or import monthly tabular data for manually read submeters to include the raw meter display reading and reading date.– System must support the ingestion of consumption and cost data from utility providers, accommodating automated or semi–automated methods.– System must allow users to select utility accounts, submeter accounts, or virtual meter accounts individually or in groups based on metadata characteristics.– System must support a structured data lifecycle that maintains the integrity of original source readings while allowing for separate storage of validated and aggregated data for reporting and billing.(2) The contract period will be for one year.
