(1) Vendor needs to provide unified development ordinance re–write services to the government authority located in Southport, North Carolina.• Professional consultants to assist staff with a comprehensive rewrite of the city’s unified development ordinance (UDO) including updates to the zoning map.• Comprehensive plan and existing land use regulations and develop a new unified development ordinance, including assessing the strengths and weaknesses of the existing regulations in terms of structure, organization, clarity, ease of use, existing zoning districts and district standards, regulationsof general applicability, definitions, and all procedures.• Provide flexible land use tools and updated standards to promote the future land use character areas identified in the 2050 Comprehensive Plan.• Include updated mixed–use standards and identifying new zoning classifications for existing development and future infill and redevelopment.• Create the table of permitted uses and development standards which results in a more modern and comprehensive list of permitted uses tailored to the city’s zoning districts (and current development trends.(2) All questions must be submitted no later than September 14, 2026.
