(1) Vendor needs to provide government relations and lobbying services. – Serve as an extension of agency’s project and government–relations team and will provide strategic, hands–on advocacy rather than solely bill monitoring or general legislative reporting. • Federal advocacy strategy: Develop a comprehensive federal advocacy strategy for the gondola replacement project, including objectives, decision points, target offices and agencies, key messages, legislative and administrative pathways, and an implementation schedule.• Congressional relations: Develop and maintain effective working relationships with members of the agency congressional delegation and their staffs, relevant congressional committee members and staff, congressional leadership offices and other members of congress whose support may be material to the project.• Develop and execute strategies for engagement with agency and other relevant federal agencies regarding project eligibility, project development, federal discretionary grant programs, Capital Investment Grants (CIG), other federal transit and transportation programs and federal project requirements.• Federal funding strategy: Identify and evaluate federal funding, financing, grant, appropriations, and other federal participation opportunities applicable to the gondola replacement project.• Project positioning and messaging: Develop concise, persuasive federal level project narratives that explain the gondola’s transportation function, regional significance, public benefits, ridership, multimodal connectivity, economic and community benefits, and the rationale for federal investment.• Coalition and partner development: Identify and help coordinate appropriate federal, state, local, industry, transportation, tourism and other stakeholder partners whose support can strengthen the project’s federal funding and policy case. (2) All the questions must be submitted no later than November 12, 2026. (3) The contract period will be for two years. (4) An optional pre–bid meeting will be held on November 9, 2026.
