(1) Vendor needs to provide comprehensive exchange enabling solution.– Provide a comprehensive Exchange–enabling solution and associated services to support the State’s operation– Solution will serve as the foundation for core exchange capabilities, including eligibility governance, enrollment oversight, integration management, and program integrity, within a distributed and partner–driven ecosystem.– Deliver a seamless and compliant enrollment experience through a consumer portal and/or OKEPs while maintaining centralized control over critical program functions, data, and regulatory responsibilities.– Comprehensive solution that supports high–quality enrollment experiences, strengthens program governance and oversight, and enables efficient and sustainable operations over time.(2) All questions must be submitted no later than August 7, 2026.(3) The contract period will be for one year.
