(1) Vendor needs to provide housing study services to the government authority located in Minnesota.• The City Council is interested in hiring a qualified consultant to conduct a comprehensive assessment of its rent stabilization policy, housing stock, and renter conditions in light of recent policy developments, including the adoption of a rent stabilization exemption.• This study will evaluate the effectiveness of current rent stabilization implementation and enforcement, including whether existing staffing levels, resources, and administrative structures are sufficient to ensure consistent, equitable, and meaningful enforcement of the ordinance.• The study will also assess whether the city is adequately resourced to carry out its intended regulatory and enforcement responsibilities in practice, not solely in policy design.• This analysis should identify gaps between projected housing supply and renter needs, considering housing trends, economic conditions, and development patterns.• The consultant will provide actionable recommendations to strengthen policy implementation,improve enforcement capacity, and support renters effectively.(2) All questions must be submitted no later than August 26, 2026.
