(1) Vendor needs to provide fire rescue consultant services to the government authority located in Volusia, FL.• Cost–Allocation Separation: Review the Volusia County Fire Rescue (VCFR) operational, capital, and administrative budgets.• Data Integration: Extract, clean, and analyze a minimum of three trailing years of incident response data .• Property Appraiser Database Alignment: Obtain and process the current master parcel file from the Volusia County Property Appraiser. The consultant will audit and cross– reference land–use codes, structural square footages, and geographic boundaries to ensure total alignment with the service area.– Methodology Development & Rate Apportionment Options• Option A: Equivalent Residential Unit (ERU) Model: Establish a standard single–family home as 1.0 ERU. Develop a square–footage–based scaling factor for non–residential structures to assess properties relative to their proportional size and baseline risk profile.• Option B: Historical Incident Demand Model: Apportion total assessable costs to major land–use categories based on the statistically defensible percentage of emergency calls generated by those property classes in the FFIRS dataset.– Financial Modeling, Delinquency Planning, & Escalators• 5–Year Revenue Projections: Deliver a dynamic financial spreadsheet model projecting revenue generation targets over a consecutive 5–year period based on full and partial cost–recovery strategies.• Statutory Collection & Deficit Filtering: Incorporate a mandatory 5% statutory reduction into the revenue model to account for uncollected fees, delinquencies, and early–payment discounts.• Administrative Cost Loadings: Factor in the precise 2% administrative fees levied by both the Volusia County Property Appraiser and the Volusia County Tax Collector.• Cost of Living Adjustments (COLA): Include calculation methodology for annual cost–of–living fee adjustment mechanisms into the rate structure(2) All question must be submitted no later than July 14, 2026.
