(1) Vendor needs to provide website design, development and hosting service. • Website allows public access to this data and flood thresholds in a simple, user–friendly experience.• Aims to help service and host the existing website, while also improving the site through building new features and upgrading existing features to meet current and future web standards.• The solution should prioritize a fully containerized, cloud–agnostic architecture, with all application components (web services, APIs, background services, and databases) deployable using containers.• Databases should use portable, widely adopted technologies and support data export and import using standard tools and formats.• Provide reasonable continuous technical support and website uptime, especially during the rainy winter season when flood emergencies may occur.• Develop new web features as requested by Valley Water while maintaining the MobileFirst responsive design.• Implementation of a new feature include a new platform for viewing stored historical photos, overlaying new datasets over the map, and refreshing the user interface.• Provide notification and subscription services to support email and SMS alerts to subscribers(2) All the questions must be submitted no later than Aug 14, 2026 (3) The contract period will be for five years. (4) Pre–bid meeting will be held on Aug 11, 2026
