(1) Vendor needs to provide background investigation services to the government authority located in Carlsbad, CA.• Provide pre–employment background investigation services for civilian and sworn applicants assigned by the police department.• The investigator shall consider the Post Background Investigation Dimensions and applicable Bias Assessment Framework as required by current regulation.• The dimensions are: – Integrity – Impulse Control/Attention to Safety – Substance Abuse and Other Risk–Taking Behavior – Stress Tolerance – Confronting and Overcoming Problems, Obstacles, and Adversity – Conscientiousness – Interpersonal Skills – Decision–Making and Judgment – Learning Ability – Communication Skills • Investigation Activities and Records– Applicant autobiography and pre–investigative questionnaire – Proof of eligibility to work in the United States and age verification – Education verification, including certified transcripts from educational institutions attended, as required by the police department – Employment history checks and work evaluations – Interviews and reference checks, including relatives and personal references – Marriage and/or dissolution of marriage verification, as applicable – Neighborhood inquiries and other relevant residence inquiries (2) The contract period will be for one year.(3) All the questions must be submitted no later than November 18, 2026.
