Vendor needs to provide strategic plan consulting support services to the government authority located in OR.– develop a future–ready, research–informed strategic plan to guide its day–to–day operations and major initiatives.– Task 1: Project framing and strategic foresight research:– Project plan including finalized scope, methods, budget, timeline, deliverables (including agreed upon format), communication methods, roles and responsibilities, as well as identified project risks and risk mitigation plan.– Task 2: Engagement with key audiences:– Using methods determined by the consultant and approved by, consultant will plan engagement activities to ensure robust strategic plan development and adoption with the following key audiences: workforce, board of commissioners, key accounts (large commercial customers), and strategic community partners.– Task 3: Confirm mission, vision, values:– Task 4: Envision the future and select priority strategies and multi–year themes:– Selection of draft multi–year themes to implement the highest priority strategies to include in strategic plan.– Task 5: write and adopt the strategic plan:– Summary of all input that informed the Strategic Plan (throughout plan development process) in a public– and workforce–facing document.– Summary of public comments received during public comment period in a format suggested by consultant and approved.– Task 6: Develop multi–year theme roadmap(s) to achieve desired outcomes.
