Request for Expressions of Interest Lebanese Republic The Green Agri-Food Transformation for Economic Recovery (GATE) Loan No.: 9576-LB. Assignment Title: Preparation of Feasibility Study (FS), Environmental and Social Impact Assessment (ESIA), Detailed Design and Works Supervision of hill lakes Reference No.: G-GP-CS-FA The Government of Lebanon represented by the Council of Development and Reconstruction (CDR) has received a loan from the World Bank in the amount of US$ 200 million for the Green, Agri-food Transformation for Economic Recovery Project (GATE) – N°: 9576-LB. The Council for Development and Reconstruction (CDR), has delegated the implementation and management of sub-component 2.1 of the Project to the Green Plan (GP). The GP intends to apply part of the proceeds of this loan for eligible payments for the consultancy services to be procured through the conclusion of a Framework Agreement under the project. The consulting services (“the Services”) include Preparation of Feasibility Study, Environmental and Social Impact Assessment, Detailed Design and Works Supervision of Hill Lakes. The Terms of Reference (ToR) for the assignment is attached to this request for expressions of interest and can be obtained by sending an email to procurement.gp.gate@gmail.com . The next procurement step (Request for Proposals) will lead to the conclusion of the Framework Agreement. The Green Plan (GP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The minimum qualification criteria for shortlisting are as follows: 1. Core Business and Years of Experience The consulting firm shall have experience, acquired during the last ten (10) years, in the design and supervision of works for at least five (5) infrastructure projects. Experience in the design and supervision of additional infrastructure projects will be considered an advantage. Experience in Lebanon and neighboring countries (Middle East, North Africa, Turkey, etc.) will also be considered an advantage. Pool/List of accessible technical experts (CVs are not required at shortlisting stage as individual consultants will not be evaluated). 2. Specific Technical Experience a) The expression of interest is expected to include the list of contracts demonstrating the consulting firm’s experience in the design and /or supervision of works contracts for at least three (3) water infrastructure projects[1], including dams, hill lakes, reservoirs, or similar water infrastructure within the past ten (10) years. Experience in the design and supervisions of the same project is considered an advantage. b) The consulting firm shall have successfully prepared at least two (2) Environmental and Social Impact Assessments (ESIAs) and/or Initial Environmental Examinations (IEEs) for infrastructure projects within the past ten (10) years. Having experience in preparation of ESIAs/IEEs linked to water infrastructure projects are considered as advantage. 3. Managerial Capacity Documents showing managerial capability of the firm, including quality-management systems, contract-management procedures, and experience in managing large and complex projects. These could include: - Experience managing multiple contracts simultaneously. - Experience managing large multidisciplinary teams. - Corporate quality management systems (ISO 9001 or equivalent). - Project controls, scheduling, reporting, risk management systems. - Experience managing contracts financed by IFIs (World Bank, EBRD, AFD, EU, etc.). Interested Consultants are invited to submit: (a) a cover letter expressing the interest in providing the mentioned services, (b) the attached Consultant Information Form, duly completed. (c) information demonstrating consultant’s qualifications and relevant experience to perform the Services, as applicable such as portfolios, brochures, experience in similar assignments, … From five (5) to maximum eight (8) Firms will be shortlisted based on most relevant experience against the evaluation criteria set out above. Individual Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Consultants will be shortlisted in accordance with the Framework Agreement arrangements described in the Procurement Regulations and to be specifically set out in the Request for Proposals.
