(1) Vendor needs to provide legislative online subscription services to the government authority located in Norfolk, VA.– Legislative matters to the deputy chief of naval operations manpower, personnel, and training and chief of naval personnel requires products capable of providing timely access to detailed information regarding activities in the Congress that impact navy manpower, personnel, training and education programs, policies and budgets.– Biography information of individual members of congress and committee and subcommittee assignments.– Introduction and progression of bills throughout the entire legislative process including all amendments.– Scheduling and proceedings of committee oversight hearings, witness statements and hearing transcripts.– Access to reports of Congressional committees and the Congressional Research Service– Scheduling of hearings committee markup sessions.– Congressional news alerts.– Analytics of the above to support the ability to be more predictive.– Provision of six licenses to allow the department to execute tasks independent of one another.
