(1) Vendor needs to provide flexible spending plan account administration service. – Provide full–service administration for the city’s Flexible Spending Plan (FSA) plans.– Administration includes enrollment, participant support, debit card issuance, claims processing, reimbursements, compliance support, reporting, and ongoing account maintenance.– Flexible spending accounts for health care, dependent care, community transit, and commuter parking matching the existing plans.– Plan set up and implementation, including transition support from the incumbent administrator.– Enrollment and eligibility administration for employees and employer.– Claims adjudication and reimbursement processing for healthcare, dependent care, transit and parking FSA Accounts.– Debit card services, including card issuance, fraud controls, and transaction review.– Customer service support for participants and the city’s human resource departments including toll–free phone, online access and mobile phone applications.– Superior levels of account management and service including maintenance of participant account balances, election tracking, and year–end processing.– Coordination with payroll and treasury as needed for file exchanges and funding processes.(2) The contract period will be for two years.
