(1) Vendor needs to provide grant administration and construction oversight services to the government authority located in Washington, NC.– Project will reconstruct eligible owner–occupied housing units for low– and moderate–income households in county.– Establish and maintain complete grant files, case files, and financial records sufficient for monitoring and audit. – Assist with bid opening, responsiveness review, and recommendation for award of construction contracts.– Conduct progress inspections, review contractor payment applications and lien waivers, and recommend county approval or denial of payments.– Maintain construction records, change–order documentation, and quality–control files.– Assist the county in preparing and advertising separate competitive solicitations for licensed general contractors.– Verify beneficiary eligibility and income qualification, and document the low– and moderate–income benefit.(2) All questions must be submitted no later than November 14, 2026.
