Project: Maritime Investment in Climate Resilient Operations 2 (P177100) Reference: TV-MPWIELMD-560469-CS-INDV Request for Expressions of Interest/CV (Consultant Services, Individual) Country: Tuvalu Project: MICRO 2 Project Assignment Name: Individual – Project Deputy Project Manager / Monitoring & Evaluation Grant/Credit/Loan: IDA-D9700 Project ID: P177100 Ref: TV-MPWIELMD-560469-CS-INDV BACKGROUND: 1. The World Bank support the maritime sector in Tuvalu through the ongoing Maritime Investment in Climate Resilient Operations II (MICRO 2) . MICRO2 will improve climate resilience of workboat harbours in Nanumea and the Nukufetau wharf project. It will also finance the resilience improvement of a new workboat harbour in Nanumaga. Prior to appraisal, financing of US$13 million equivalent under MICRO will be cancelled and recommitted to MICRO2. Together with additional allocation from MICRO2 Financing, the Nanumaga harbour work will be implemented fully under MICRO2. 2. Project Management Support falls under component 3 of the project, that finance activities that will improve the policy, management, and regulation of a climate resilient maritime infrastructure, and provide support to address gender employment gaps and potential sexual exploitation and abuse and sexual harassment concerns related to project implementation. This sub-component will finance the provision of technical, advisory, operational, and administrative support to MPWIDW and the Project Management Unit (PMU) and supervising engineer consultancy. This would include the provision of office space, equipment, supplies, and financial auditing services. 2. OBJECTIVE The main objective of the assignment is to provide oversight and monitoring and evaluation of the project. The Consultant will work closely with the Government of Tuvalu, in particular the MPWIDW, the Ministry of Finance and Economic Development (MoFED), the Department of Marine and Port Services (DMPS) and the CPMO as well as with the World Bank task team. 3. INVITATION The PMU on behalf of the Implementing Agency now invites eligible individuals (“Consultants”) to indicate their interest in the position herein available within the PMU of the MICRO 2 project – the Deputy Project Manager/Monitoring & Evaluation (Consultant) Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, similar conditions, three references, etc.) 4. EXPERTISE REQUIREMENTS Educational Background Minimum Bachelor’s degree in project management, development studies, public administration, business administration, engineering, economics, M&E or related field. A Master’s degree is an advantage. Experience (general professional) At least 7 years of relevant experience in project coordination, implementation support, monitoring and evaluation, or donor-funded project management, including at least 3 years on infrastructure, maritime, transport or World Bank/ADB/donor-funded projects. Experience (specific ) Demonstrated experience in data collection, consultations and presentations. Demonstrated ability to write operational reports for senior government officials. Excellent verbal, written, and presentation communication skills in English. Cross-sectorial skills, knowledge, and ability to work with team members and stakeholders from different technical backgrounds. Knowledge of and technical experience in the maritime and construction sectors will be an advantage. Expert in using Microsoft Software (MS Word, Excel, Access, etc) Ability to work as part of a team and without supervision. Able to travel to outer islands. The attention of interested Consultants (including firms) is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers revised in September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
