(1) Vendor needs to provide municipal advisory services to the government authority located in Chattanooga, TN. – Rating strategy, including selection and sequencing of rating agency engagement, preparation of the rating presentation, and management of the confidential rating process.– Preparation of the financial data package from audited statements, including normalization of one–time items and quantification of non–federal pledge able revenue base.– Evaluate bond issuance capacity and analyze financial and economic factors to determine whether and when the issuance of bonds is appropriate.– Develop the plan of finance and program structure, including master indenture versus stand–alone series, reserve and coverage covenants, the timing and number of series to be issued, and the presentation of affiliate obligations as self–supporting programs with matched assets.– Quantitative Modeling of issue sizing and savings against and letter–of–credit executions; debt, capital and cash reserve analysis; and analysis of future debt capacity.– Evaluate the benefits of bond insurance and/or a surety policy for any debt service reserve fund.– Recommend the method of sale for each issue (negotiated sale, private placement, or public competitive sale); advise on the retention of additional financing consultants, including underwriters, trustees, and printers, and oversee such consultants; and provide pricing advice and a written pricing analysis at any negotiated sale.– Review the requirements of, and submit analyses to, rating agencies, bond insurers, and other financing professionals.– Post–issuance support, including rating agency surveillance, annual disclosure, and arbitrage rebate coordination.(2) All the questions must be submitted no later than November 9, 2026.(3) The contract period will be for one year.
