(1) Vendor needs to provide health economics analysis services to the government authority located in Rockville, MD. • Supply 100 percent of contract deliverables within the contract period according to the agreed schedule. • Work with Government–furnished utilization, expenditure, referral, and geographic data in a safe and secure manner, protecting privacy and sensitive information. • Develop service–specific economic models that compare direct care expansion, PRC reliance, and other practical interventions across approved geographic units. • Estimate break–even thresholds and comparative costs for closing access gaps by service category, service unit, Tribal catchment area, community, or other Government–approved geography. • Incorporate travel burden, PRC reliability, implementation feasibility, cultural safety, continuity, trust, and other non–price considerations into the recommendation framework. • Produce leadership–ready decision support products, including a gap analysis matrix, prioritized actions, and supporting technical documentation. • Provide technical assistance and explain methods, code, assumptions, and results in clear and reproducible terms. – Services under this contract include economic study design, demand characterization, cost taxonomy development, comparative cost analysis, PRC scenario economics, break–even modeling, budget–constrained prioritization, sensitivity analysis, and production of reports, workbooks, technical appendices, and presentation materials.– The Health Economist shall coordinate closely with the companion GIS effort and shall use Government–furnished geographic outputs such as travel–time matrices, accessibility indices, facility capability data, PRC scenario layers, and location–allocation results as core inputs to the economic model.– Also use Government–furnished utilization, diagnosis, expenditure, and operational data and may recommend additional external data sources, subject to Government approval and licensing constraints.(2) This bid is Set–Aside for Total Small Business.(3) The contract period will be one year.
