THE UNITED REPUBLIC OF TANZANIA MINISTRY OF WORKS TANZANIA NATIONAL ROADS AGENCY TANZANIA TRANSPORT INTEGRATION PROJECT (TanTIP) – PROJECT ID: P165660 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION) CONSULTANCY SERVICES FOR ENGAGEMENT OF INDIVIDUAL CONSULTANT FOR MONITORING OF CULTURAL HERITAGE MANAGEMENT UNDER THE TANZANIA TRANSPORT INTEGRATED PROJECT (TanTIP) AT MIKINDANI CULTURAL SITE IN MTWARA RAGION; Tender No.; TR36/CCP/P165660/2026/2027/C/19 The Government of the United Republic of Tanzania, through the Tanzania National Roads Agency (TANROADS), is implementing the Tanzania Transport Integrated Project (TanTIP) with financial support from World Bank. The project includes the rehabilitation and improvement of the Mtwara – Mingoyo – Masasi Road (201 km) to bitumen standard. The Mtwara – Mingoyo – Masasi road is a major, primarily paved, trunk road in Southern Tanzania. It runs through Mtwara Region, with some segments potentially bordering Lindi Region. Based on the route and nearby locations, the road traverses through the following districts and administrative areas. Mtwara Municipal (Start point), Mtama DC, Mtwara District Council and Masasi District (End point). The road traverses from Mtwara town through Mikindani towards Mingoyo, then west to Nanganga and Masasi. Through the following centre; (Magomeni/Mikindani). The road corridor passes through the Mikindani Town which is one of the significant historical Cultural Heritage Site recognized for its rich in cultural heritage, historical buildings, archaeological sites and intangible cultural values. In compliance with the national legislation and international safeguard requirements, measures have been developed to protect and manage cultural heritage resources during project implementation as presented in the Mikindani Cultural Heritage Management Plans (CHMP) and ESMP. The Government, through Tanzania National Roads Agency (TANROADS) intends to apply part of the credit proceeds to eligible payments under Contract for Consultancy Services for Engagement of Individual Consultant for Monitoring of Cultural Heritage Management under the Tanzania Transport Integrated Project (TanTIP) at Mikindani Cultural Site in Mtwara Ragion. The detailed Terms of Reference (ToR) for the assignment are available on the following website www.tanroads.go.tz . The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport hereby invites Applicants to show their interest in delivering the Services described in the Terms of Reference. This Request for Expressions of Interest is open to: Individual Consultants. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience: Education He/She must have a Degree in Archaeology, Anthropology, Cultural Heritage Management, History, or other related fields. Professional experience He/she must have at least 5 years of experience in Cultural Heritage management or monitoring; He/She must have have experience in infrastructure projects, preferably road projects; and He/she must have knowledge of Tanzanian Cultural Heritage Laws and Safeguard requirements of International Policies and Guidelines, in particular World Bank. Regional experience and Language and requirements Proficiency in written and spoken English is mandatory, good command of Swahili language and local dynamics is an advantage. Government employees under Short-terms or Permanent Contract need not apply, as they are not eligible to participate in the selection process. Expressions of Interest from government employees will be eliminated from the selection process. The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Seven Edition, September, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Seven Edition September, 2025 (“Procurement Regulations”) and Public Procurement Act No. 10 of 2023 and Public Procurement Regulations GN No. 518 of 2024 on “procedures for selection and employment of consultants. Expressions of Interest must be submitted through National e-Procurement System of Tanzania (NeST) (www.nest.go.tz) on or before 25th September, 2026 at 10:00 Hours East African Time. The Client shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consultants of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process. Expression of Interests will be opened promptly thereafter through NeST. Any request for clarification with regard to this assignment shall be addressed through NeST not less than five (5) days before submission deadline. The Employer shall respond to clarifications received within three (3) working days from the date of receipt of the query.
