Supply of Drones and its accessories and Echo Sounder — Accelerating Transport and Trade Connectivity in Eastern South Asia Phase 2 - Bhutan Project

NOTICE INVITING TENDER (DOMESTIC COMPETITIVE BIDDING) For Supply and Delivery of Matrice 400 RTK Drone (or equivalent) with Accessories and Echo Sounder NIT No: DGPC/ACCESS/GOODS/DRONES/2026/24 dated May 30, 2026 1. The Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT), Royal Government of Bhutan (hereinafter called “Recipient”) has received financing from the World Bank toward the cost of the Accelerating Transport and Trade Connectivity in Eastern South Asia Phase 2 - Bhutan Project. Part of the project is being implemented by the (the “Client”). The Client intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of Matrice 400 RTK Drone (or equivalent) with Accessories and Echo Sounder 2. The Department of Surface Transport (DoST), Ministry of Infrastructure and Transport (MoIT) represented by Druk Green Power Corporation Limited (DGPC) invites sealed Bids from eligible Bidders for the Supply and Delivery of Matrice 400 RTK Drone (or equivalent) with Accessories and Echo Sounder as per the scope of supply mentioned hereinafter. 3. Bidding Documents shall be downloaded from DGPC website (www.drukgreen.bt /tender ) free of cost. Bidders downloading the documents from the website should register themselves by informing to the nodal officer of DGPC immediately after the documents are downloaded or, before the deadline for submission of the Bid and their intention to submit the Bid. 5. Downloading of Bidding Documents shall not automatically construe that the Bidder fulfils the Qualifying Requirements which shall be determined during Bid evaluation based on data/documents submitted by the Bidder. 6. Bids shall be submitted at the address given below and shall be opened in the presence of Bidder’s representatives who choose to attend. 7. All Bids must be accompanied by Bid Security for an amount of BTN 150,000.00 [BTN One Hundred Fifty Thousand] in the form of Demand Draft /Cash Warrant /Banker’s Cheque/Bank Guarantee enforceable by any financial institutions in Bhutan, and shall remain valid till September 27, 2026. Purchaser may also accept cash deposit through bank transfer in exceptional circumstances. 8. Qualification Requirement for Bidders shall be as specified in the BDS. 9. Bid Documents are not transferrable. The Purchaser reserves the right to accept or reject any Bid partly or fully or cancel the bidding process without assigning any reasons thereof and in such case no Bidder/ intending Bidder shall have any claim arising out of such action of the Purchaser. 10.
