(1) Vendor needs to provide comprehensive municipal infrastructure cost–of–service and user fee study services to the government authority located in Duncanville, TX.– Evaluate the feasibility and structure of a dedicated pavement maintenance fee for City–maintained streets, alleys, sidewalks, and bridges.– Review available pavement condition data and identify significant information gaps.– Develop a multi–year maintenance and preservation funding forecast while considering inflation.– Identify existing revenues currently supporting assets.– Continued use of existing revenues without a new fee.– Develop the financial and technical basis needed for city attorney review of any proposed fee.– Pavement Maintenance Cost–of–Service and Rate Study, GIS data, and recommended funding and fee alternatives, including a transparent calculation model.– Assess best practices in stormwater utility fee billing.– Validate available parcel, GIS, land–use, and impervious–area information.– Evaluate residential, multifamily, commercial, institutional, tax–exempt, vacant, and other applicableproperty classes.– Financial and operational review.– Develop separate water and wastewater revenue requirements and multi–year financial forecasts sufficient to support prudent operations, maintenance, capital investment, debt obligations, and reserves.– Allocate costs to appropriate customer classes using accepted municipal utility cost–of–service practices and evaluate whether current rates reasonably reflect the cost of providing service.– Public and council communication.(2) All questions had been submitted no later than October 20, 2026(3) A pre–bid meeting was held on October 13, 2026.
