(1) Vendor needs to provide employee benefits market review and placement service to the government authority located in Kingston, NH. • Conduct a genuine and reasonably broad test of all qualified markets available to the district.• Maintain or improve the practical and actuarial value of employee benefits while reducing or controlling total District cost.• Compare all options on a consistent total–cost and risk–adjusted basis.• Understand who bears financial risk, the maximum District exposure, and the cost of limiting volatility.• Minimize provider, prescription, treatment, and administrative disruption for employees and dependents.• Assess multi–year sustainability, not merely an attractive first–year rate.• Preserve compliance with collective bargaining agreements and applicable District governance processes.• Obtain a clear recommendation that can be understood and evaluated by the School Board and employees(2) All the questions must be submitted no later than September 30, 2026
