(1) Vendor needs to provide classification and compensation services to the government authority located in New Mexico.• Written analyses, reports, recommendations, and supporting data will include, as applicable, analysis of pay compression and inversion, high–demand or difficult–to recruit positions, internal alignment, market competitiveness and the appropriate use of premium pay, alternative salary structures, differential structures, or other compensation approaches.• An executive summary describing principal findings, material risks or deficiencies, recommended actions, implementation priorities and estimated costs.• A documented compensation philosophy and recommended market–positioning strategy.• A recommended job architecture, including job families, career levels and classification methodology.• A crosswalk identifying the relationship between existing classifications and the recommended structure.• Recommended salary grades, ranges, structures and associated methodology.• Documentation of market benchmarks, comparison groups, data sources, aging methodology, geographic or cost–of–labor considerations and other material assumptions.• Analysis of internal equity, compression, inversion, market competitiveness, high–demand occupations and other significant compensation issues identified during the engagement.• Employee–level and aggregate implementation costing sufficient for agency to evaluate alternative implementation scenarios and funding strategies.• A prioritized and phased implementation plan.• Recommended salary administration policies, guidelines, decision criteria and governance processes.• Recommended processes and criteria for ongoing classification review, reclassification, promotion, progression and market adjustments.• A recommended methodology and schedule for annual market review and periodic comprehensive recalibration of the compensation structure.• Communication and change–management materials appropriate for leadership, supervisors, employees and other identified stakeholders.(2) All question must be submitted no later than November 03, 2026.(3) A contract period will be for one year.
