(1) Vendor needs to provide resource adequacy consultant services to the government authority located in Harrisburg, PA.– Independent research and consideration of possibly proprietary and non‑proprietary information provided by electric distribution, transmission, and generation facilities among other resources directly from these entities and through commission staff in order to obtain input factors for forecast modeling resource adequacy.– Evaluation of the methodologies, data and assumptions used by electric distribution companies (EDCs) when developing load forecasts submitted to the regional electric transmission organization.– Independent analysis of generation resource retirements, considering announced retirements, economic retirements, policy–induced retirements, and end–of–life–retirements.– Modeling of interzone energy transfers based on resource deficiencies or for economic reasons.– Although the Commission is the primary audience for the reports, reports may also be distributed to other policymakers and interested parties.(2) All questions must be submitted no later than October 14,2026.(3) A pre–bid meeting will be held on October 14,2026.
