THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA Ministry of Agriculture, Livestock, Land and Irrigation Climate Resilience Multiphase Programmatic Approach (CResMPA) Request for Bids Contract title: Procurement of: Supply, Installation, Testing, Commissioning, and Maintenance of Upgraded Network Security, Switching, WiFi, and Structured Cabling Systems for the Department of Meteorology. RFB No: SLMOI/CRES/DOM/G/NCB/141 Issued on: July 23, 2026 The Democratic Socialist Republic of Sri Lanka has received a loan from the financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract. The Chairman, Project Procurement Committee on behalf of Climate Resilience Multiphase Programmatic Approach now invites sealed Bids from eligible Bidders for Procurement of: Supply, Installation, Testing, Commissioning, and Maintenance of Upgraded Network Security, Switching, WiFi, and Structured Cabling Systems for the Department of Meteorology. Implementation period: Three months. Warranty, Support and Maintenance: Period: 5 years. 3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. Bidder must meet the following minimum qualification criteria: (i) General Experience: The Bidder shall have at least five (5) years of experience in the supply, delivery, installation, configuration, testing, and commissioning of enterprise ICT infrastructure solutions of similar nature and complexity, including at least network switching, firewall/security systems, wireless network infrastructure, structured cabling, or WAN / Internet connectivity solutions, completed satisfactorily prior to the bid submission deadline. (ii) Specific Experience: The Bidder shall have successfully completed at least one (1) contracts during the last five (5) years for the supply, delivery, installation, configuration, testing, and commissioning of enterprise ICT or network infrastructure solutions, each with a value of not less than LKR 120 million. Contract shall include at least three (3) of the following components: core or distribution network switches, enterprise firewall systems, wireless LAN infrastructure, structured cabling for data center or campus environments, Internet connectivity integration, or inter-site leased line / VPN connectivity. (iii) Manufacturer Experience : The manufacturers of the primary proposed equipment, specifically the network switching equipment, firewall systems, and wireless infrastructure, shall have at least five (5) years of proven experience in manufacturing and supplying similar enterprise ICT infrastructure equipment, with successful deployment track records in Sri Lanka or in comparable operational environments. (iv) Financial Capacity: a. The minimum required Average Annual Turnover of the Bidder for the last three (3) years shall be LKR 250 million. b. The minimum amount of liquid assets and/or credit facilities, net of other contractual commitments, of the Bidder shall be LKR 60 million. The bidding document in the English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of LKR . 35,000.00 from 24/07/2026 between 9.00 am to 3.30 pm on any working day. The method of payment will be Cash. 6. Bids must be delivered to the address below on or before August 13, 2026 at 1.00 p.m . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened soon after closing in the presence of the bidders’ representatives who choose to attend. 7. All Bids must be accompanied by a Bid Security in the form of Bank Guarantee : LKR 3.0 million. 8. A Pre-Bid Meeting will be arranged at 1:00 a.m. on July 30, 2026 in the Conference Room at the address given below. 9.
