MRB-58043 - USA (Idaho) - Comprehensive Financial, Planning, Economic Development Services - Deadline December 4,2026

(1) Vendor needs to provide comprehensive financial, planning, economic development services to the government authority located in Idaho.– Provide comprehensive financial planning, fiscal policy, budgeting, accounting support, treasury support, capital and infrastructure planning, community planning, economic development, public engagement, grant, organizational, project–delivery, data, and related consulting services for eligible public–sector entities.– Identify and evaluate feasible funding, revenue, development, and implementation alternatives, including material costs and risks for the participating entity.– Develop finance and accounting policies, procedures, process maps, internal–control assessments, and remediation plans.– Integrate capital needs with fiscal capacity, existing debt–service obligations, grants, rates, impact fees, operating budgets, and implementation schedules without providing municipal securities advice.– Strategic, comprehensive, land use and community planning.– Develop measurable goals, alternatives, prioritization criteria, implementation responsibilities, schedules, funding strategies, and performance measures.– Economic development, urban renewal, housing and public–private partnerships.– Develop business attraction, retention, expansion, entrepreneurship, workforce, housing, asset, and implementation strategies.– Public engagement, communications and facilitation.– Data analytics, technology and decision support.– Provide Geographic Information System (GIS) mapping and spatial analysis when directly related to an authorized assignment, such as economic–development site selection, demographic analysis, housing needs, infrastructure planning, public–facility planning, or identification of geographic service gaps.(2) All questions must be submitted no later than November 27, 2026.(3) A non–mandatory pre–bid meeting will be held on October 20, 2026.
