(1) Vendor needs to provide state investment strategy and partnership development service. – Develop the investment case• Develop clearly articulated rationale for state investment in program.• Explain how the program can benefit a state’s universities, employers, and workforce.• Describe the roles and contributions of the state, universities, industry partners, and agency.• Address likely questions about cost, accountability, local benefits, and implementation.– Identify priority states• Work with agency leadership to identify and engage appropriate stakeholders, perform needed due diligence with likely candidates, and recommend a selected slate for focused outreach.• Consider university readiness, employer interest, state priorities, funding opportunities, existing relationships, and budget calendars.• Prepare an action plan for each priority state. – Develop a concise presentation, program fact sheet, state–specific investment briefs, frequently asked questions, and a funding proposal template. Materials should explain what the state would fund, how its investment expands the program within the state, and how results would be measured.– Support communications and funding requests• Conduct targeted media outreach and develop leadership commentary or partner stories that support the funding strategy.• Help prepare state funding requests, briefings, and responses to questions.• Support the transition from a funding commitment to implementation.(2) The contract period will be for one year.
