Description
1. Facility Condition Assessment: Assess all facilities as listed in the facilities inventory. Assess the condition of structure, exterior cladding and finishes, roof and foundation condition, mechanical, electrical, plumbing, fire and life safety systems, lighting, and interior finishes. Review building plans and specifications, when applicable. Discuss facility conditions with operations staff and managers. 2. Major Maintenance Plan: Create an itemized and priority-ranked list of work required to address the deficiencies identified in the ‘Facility Condition Assessment.’ The work should be organized into projects with cost estimates. 3. Facility Needs Assessment: Define levels of service for each City of Washougal division. Estimate facility needs over a 20-year timeframe based on staffing and equipment projections. Propose capital improvements to meet the estimated facility needs. Organize the improvements into discrete projects. Estimate costs and schedules for implementing these projects. 4. Facility Concept and Schematic Designs: The City of Washougal expects that the ‘Facility Needs Assessment’ of the plan will identify facilities that require capacity improvements or expansion. The ‘Facility Concept and Schematic Design’ should provide conceptual designs to meet the needs identified in the ‘Facility Needs Assessment.’ 5. 6-Year Capital Facilities Program: For the projects identified in the ‘Major Maintenance Plan’ and ‘Facility Program Assessment,’ propose financial plans. The plan should cover the next six years, 2023 to 2027. The plan should include estimated capital costs and funding sources. Discuss of internal and external revenue sources for capital projects. 6. Incorporate Existing Facility Plans: The City of Washougal has previous completed three related studies that should be reviewed and incorporated into the 20-Year Facilities Master Plan. Some work was done in 2022 to incorporate everything into one document. a. Incorporate the Facilities Assessment Report 2016 (LSW). The Facilities Assessment Report should be used as the basis for the ‘Facilities Condition Assessment,’ ‘Major Maintenance Plan,’ and ‘Facility Needs Assessment’ portions of the 20-Year Facilities Master Plan. The report also contains high-level concept designs for both the City Hall and Police Station Campuses. b. Incorporate Public Works Facilities Assessment Report 2021 (HDR). The Public Works Facilities Assessment includes the ‘Facility Condition Assessment,’ ‘Major Maintenance Plan,’ ‘Facility Needs Assessment,’ and ‘Facility Concept and Schematic Designs’ for the Public Works Operations Center. The content of this report should be incorporated into the ‘6-Year Capital Facilities Program.’ c. Incorporate City Hall Parking Study Concept Design 2022 (Hacker). The Concept Design should influence the ‘Facility Concept and Schematic Design’ for the City Hall Campus.
