(1) Vendor needs to provide independent verification and validation digital transformation service to the government authority located in Carson, NV. – Provide Independent Verification and Validation (IV&V) services across the modernization program and associated initiatives.– Services shall include independent assessment, verification, validation, reporting, executive communications, and evidence–based recommendations associated.– Software Development Lifecycle and Configuration Management:• Assess software development lifecycle processes.• Evaluate development and deployment controls.• Evaluate technical debt management practices.– Governance, Oversight, and IV&V Framework:• Assess governance structures and decision–making processes.• Evaluate risk, issue, action, dependency, and escalation management practices.– Integration and Data Management:• Assess enterprise integration approaches.• Evaluate interface designs and implementation strategies.• Assess data migration and conversion planning activities.– Mainframe and Legacy Modernization:• Assess legacy modernization strategies.• Evaluate migration and transition approaches.– Business Process and User Alignment:• Evaluate stakeholder engagement, governance participation, communication practices, and business involvement throughout the modernization effort.• Assess organizational readiness for implementation, including operational preparedness, training, transition planning, and organizational change readiness, as applicable.(2) All the questions must be submitted no later than August 21, 2026.
