Specific Procurement Notice Request for Bids Works (One-Envelope Bidding Process) (Without Prequalification) Employer: Multan Electric Power Company (MEPCO) Project: Electricity Distribution Efficiency Improvement Project (EDEIP) Contract title: Installation, Testing, Commissioning and Civil Works for Rehabilitation of 46 Nos 11kV Feeders Lot Wise Country: Islamic Republic of Pakistan Loan No.: IBRD -9318-PK RFB No: PK-MEPCO- 562889 -CW-RFB The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Electricity Distribution Efficiency Improvement Project (EDEIP) and intends to apply part of the proceeds toward payments under the multiple contracts for Supply and Installation, Testing of Six Nos. 132kV Grid stations along with Transmission Lines, 9000 Nos. Transformer Monitoring System and 46 Nos. HT feeders : The current Invitation for Bids is only for the Contract for “Installation, Testing, Commissioning and Civil Works for Rehabilitation of 46 Nos 11KV Feeders Lot Wise”. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. The Multan Electric Power Company (MEPCO) now invites sealed Bids from eligible Bidders for ‘Installation, Testing, Commissioning and Civil Works for Rehabilitation of 46 Nos 11KV Feeders Lot Wise’. Lot-I: Installation, Testing, Commissioning and Civil Works of 10 Nos. Feeders of Rahim Yar Khan Circle Lot-II: Installation, Testing, Commissioning and Civil Works of 9 Nos. Feeders of Khanewal Circle Lot-III: Installation, Testing, Commissioning and Civil Works of 7 Nos Feeders of Sahiwal Circle and 1 No. Feeder of Vehari Circle Lot-IV: Installation, Testing, Commissioning and Civil Works of 6 Nos. Feeders of Multan Circle and 4 Nos. Feeders of Muzaffargarh Circle Lot-V: Installation, Testing, Commissioning and Civil Works of 6 Nos Feeders of Bahawalnagar Circle and 3 Nos. Feeders of Bahawalpur Circle 3 Bidding will be conducted through National Competitive Bidding (NCB) using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (Procurement Regulations) and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from the office of Chief Engineer (Development) PMU MEPCO Multan at the address below during office hours i.e. 0800Hrs to 1600 Hrs. The eligible Bidders may download the Bidding Document in English at no cost from the websites: www.mepco.com.pk. Bidders opting to download the Bidding Documents from the stated website shall inform MEPCO, in writing at the address given below or through email: cedev.mepco@gmail.com failing which MEPCO shall not be responsible if they do not receive clarifications and amendments, if any. The documents can also be collected free of cost in person or can be sent by courier services for an additional amount of Rs. 2000/- for domestic delivery. No liability will be accepted for loss or late delivery of the documents”. Bids must be delivered to the address below (see No.10) on or before 11 a.m. on 24-09-2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below (see No.10) on 24-09-2026 at 11.00 a.m. All Bids must be accompanied by a “Bid Security” of amount mentioned as under: - Lot-I : At least PKR1 Million (One million Pakistani Rupees only) Lot-II : At least PKR1 Million (One million Pakistani Rupees only) Lot-III : At least PKR1 Million (One million Pakistani Rupees only) Lot-IV : At least PKR1 Million (One million Pakistani Rupees only) Lot-V : At least PKR1 Million (One million Pakistani Rupees only) All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
