The Goods will be used by the Ministry and Issiqlik Ta’minot for district heating network diagnostics and public communication activities. The Republic of Uzbekistan has received financing from the World Bank toward the cost of the National Program of Uzbekistan on Energy-Efficient Heating and Cooling and intends to apply part of the proceeds toward payments under the contract or contracts resulting from this RFQ. Procurement scope and lots The Goods and Related Services are specified in Annex 1. Suppliers may submit a quotation for Lot 1, Lot 2 or both lots. A quotation must cover all Goods and Related Services required for each lot quoted. Partial quotations within a lot will not be accepted. Failure to meet the requirements of one lot will not affect evaluation of another lot quoted. Fraud and corruption The Bank requires compliance with the Bank’s Anti-Corruption Guidelines and its prevailing sanctions policies and procedures as set forth in the WBG’s Sanctions Framework, as set forth in the attachment to the Contract Conditions (Attachment A). In further pursuance of this policy, Suppliers shall permit and shall cause their agents (where declared or not), subcontractors, subconsultants, service providers, suppliers, and personnel, to permit the Bank to inspect all accounts, records and other documents relating to the RFQ and contract performance (in the case of award), and to have them audited by auditors appointed by the Bank. Eligible Goods and Suppliers The Goods may originate in any country, subject to the restrictions stated below. A Supplier may have the nationality of any country and shall demonstrate that it is constituted, incorporated or registered and operates in conformity with the laws of that country. The same criteria apply to proposed subcontractors. In a joint venture, all members shall be jointly and severally liable for performance of the Contract. The joint venture shall nominate an authorized representative for the RFQ process and contract execution. Firms, individuals, Goods and services are ineligible where the Borrower’s country prohibits commercial relations with their country by law or official regulation, provided the Bank is satisfied that the exclusion does not preclude effective competition, or where an applicable United Nations Security Council decision under Chapter VII prohibits imports, services or payments. Countries excluded for this procurement: None. A Supplier that has been sanctioned by the Bank, pursuant to the Bank’s Anti-Corruption Guidelines, in accordance with its prevailing sanctions policies and procedures as set forth in the WBG’s Sanctions Framework as described in the attachment to the Contract Conditions (Attachment A) paragraph 2.2 d., shall be ineligible to submit Quotations or be awarded or otherwise benefit from a Bank-financed contract, financially or otherwise, during such period of time as the Bank shall have determined. A list of debarred firms and individuals is available on the Bank’s external website: http://www.worldbank.org/debarr. Suppliers that are state-owned enterprises or institutions in the Purchaser’s country may be eligible to compete and be awarded a Contract(s) only if they can establish, in a manner acceptable to the Bank, that they: are legally and financially autonomous; operate under commercial law; and are not under supervision of the Purchaser. A Supplier shall not have a conflict of interest. A Supplier shall be disqualified if it controls, is controlled by or is under common control with another Supplier that submitted a quotation; receives a direct or indirect subsidy from such Supplier; has the same legal representative; or has a relationship that allows it to influence another quotation or the Purchaser’s decisions. A conflict also arises where the Supplier or an affiliate prepared the design or technical specifications, has been hired or is proposed for implementing this Contract, or supplies Goods or services resulting from related consulting services it or an affiliate provided. A close business or family relationship with Borrower, implementing agency or loan-recipient staff directly involved in preparation, evaluation, implementation or supervision is a conflict unless resolved in a manner acceptable to the Bank throughout procurement and contract execution. Performance Security and evidence of lawful supply The successful Supplier shall provide Performance Security in accordance with CC 11. A separate manufacturer authorization form is not mandatory. The technical offer shall provide evidence of authentic products, lawful supply, access to warranty support and the Supplier’s ability to commission, train and service the offered equipment. Where equipment requires software, provide evidence of lawful licensing and support. Quotation validity Quotations shall remain valid for 90 calendar days from the submission deadline. The Purchaser may request an extension in writing; a Supplier may refuse without penalty. Quoted price and currency Prices shall be fixed and quoted in Uzbek soum (UZS) or US dollars (USD). For each lot, state the currency clearly and complete the applicable Price Schedules in Annex 2. Payment shall be made in the currency agreed in the signed Contract; conversion to USD for evaluation does not change the quoted currency. For Goods supplied from outside the Purchaser’s country, quote DDP 6 Energetiklar Street, Tashkent Region, Republic of Uzbekistan, Incoterms® 2020. The Supplier shall arrange and pay for export, transit and import customs clearance, customs brokerage, transportation and all charges allocated to it under CC 10. In addition to the DDP obligations, the Supplier shall arrange and pay for transport insurance and unloading at the delivery site. Apply the statutory exemptions stated in CC 10.4 when preparing the quotation. All remaining Supplier costs shall be included in the fixed price. For Goods supplied from within the Purchaser’s country, quote EXW plus all inland transportation, insurance, handling and unloading costs to the same final destination. The EXW price shall include all costs already incurred or payable on manufacture, assembly, components, raw materials or previously imported stock, subject to the statutory exemptions stated in CC 10.4. For both origins, the quotation must cover all mandatory accessories, sensors, software and license entitlements, power supplies, adapters, packing, handling, delivery, commissioning, applicable calibration or metrology, training and warranty support. Supplier overhead and profit must be included. List Related Services separately or mark them as included in a specified Goods line, with no double counting. No mandatory operating function may depend on an unpriced accessory or a separately priced option. Preferred features and optional items shall be identified and priced separately. Their separate prices are not included in the mandatory base quotation or its evaluation. An offered preferred feature already included in the base configuration must be declared as included. There is no additional evaluation credit for preferred features. Clarifications Send written clarification requests to pcu.wbgrant@gmail.com no later than two calendar days before the quotation submission deadline. The Purchaser will circulate its responses to all invited Suppliers, describing the question without identifying its source. Any amendment will be communicated in writing. Submission and opening of quotations Submit a signed quotation using Annex 2, with all technical and commercial attachments, by email to pcu.wbgrant@gmail.com. Signed forms shall be submitted as scanned non-editable PDF attachments. The Purchaser may request matching editable copies in Word or Excel to facilitate review. Submission deadline: 3 November 2026, 16:00 (Tashkent time, UTC+5). Email subject: TFGM – Quotation – Lot 1 and/or 2 – Supplier name”. Late quotations will not be considered. Attention: Mr. Samandar Karaev, WB PIU Director Administrative address: 60 Osiyo Street, Tashkent 100017, Republic of Uzbekistan Submission and clarification email: pcu.wbgrant@gmail.com The Purchaser’s representatives will open quotations immediately after the submission deadline. The Purchaser may seek written clarifications without allowing a material change in price or technical substance. Evaluation of quotations Each lot will be evaluated separately for eligibility, substantial technical compliance, completeness, required delivery and completion periods and the Supplier’s ability to perform the required services. The technical evaluation is pass or fail against mandatory requirements in Annex 1. Brand references indicate technical benchmarks; documented equivalents are acceptable. For imported Goods, the evaluated cost is the DDP price to the final destination plus all required Related Services, less any separately identified non-exempt import customs duties included in that price. For domestic Goods, it is EXW plus inland transportation, insurance, handling and unloading to the final destination and all required Related Services. Amounts covered by the statutory exemptions in CC 10.4 shall not be included in the quoted or evaluated prices. Customs brokerage, clearance service fees, freight, insurance and other delivery costs remain included in the evaluated cost. Unconditional discounts are applied as stated below. Evaluation currency is USD. UZS amounts will be converted at the official Central Bank of Uzbekistan UZS per USD rate most recently published on or before the submission deadline. Divide the UZS amount by that rate. The same date and rate apply to all quotations. Arithmetic errors will be corrected as follows: the unit price prevails over the extended line total and the sum of correct line totals prevails over an incorrect subtotal or total, unless an obvious misplaced decimal point in the unit price is established. If words and figures differ, the amount in words prevails unless related to an arithmetic error. Corrections will be notified to the Supplier; refusal to accept them makes the affected lot ineligible for award. Every mandatory item must be listed and included. A listed item without a separate price is acceptable only if the Supplier expressly states that it is included in an identified other line. An omitted mandatory item or an omitted mandatory function makes the affected lot nonresponsive. The Purchaser will not add average competitor prices to cure a technical omission. Only unconditional discounts stated separately for each lot will be considered. Discounts conditional on award of both lots will not be considered. Optional-item prices and preferred features receive no price or technical evaluation credit. Contract award Each lot will be awarded to the eligible Supplier offering eligible Goods, submitting a substantially responsive quotation with the lowest evaluated cost and demonstrating the capacity to deliver and complete the required services within the stated periods. A Supplier may be awarded one or both lots. A separate Contract will be issued for each awarded lot. The Purchaser may accept or reject any quotation and may cancel the RFQ process at any time before award without liability to Suppliers. The Purchaser will contact the successful Supplier by email for contract signature and will notify the other Suppliers of its award decision. An unsuccessful Supplier may request an explanation; the Purchaser will respond within a reasonable time. Within 15 days after award, the Purchaser will publish an award notice on a freely accessible website, if available, or through an appropriate public publication. The notice will identify the successful Supplier, the Contract Price and duration, scope and the names of Suppliers with their quoted and evaluated prices for the relevant lot.
