TRANSPORT-11844 - USA (South Portland, Maine) - Transportation Impact Fee Study Service - Deadline September 19,2026

(1) Vendor needs to provide transportation impact fee study service to the government authority located in South Portland, ME.• The Study will make recommendations on how to implement an equitable, limited–scope transportation impact fee schedule in agency.• The intent is to implement an initial transportation impact fee focused on high priority transportation projects that are critical to implement in order to enable and foster growth in strategic areas of the city.• The City will create a Project Management Team (PMT) consisting of relevant City personnel, and the consultant will coordinate an initial kickoff meeting to define scope, data needs, and initiate the project otherwise• The consultant will develop a schedule for the PMT to meet throughout the duration of the project.• The consultant will determine growth rate assumptions across varied land uses for the City.• The consultant will utilize both state/regional travel demand projections, and identify unique rates of growth projected in target areas of the City as outlined in the Comprehensive Plan.• Final Transportation Impact Fee Study– The Consultant will create a final Transportation Impact Fee Study document.– The Consultant will be available for at least one public hearing with the City Council to respond to questions regarding the Study, assumptions, and technical details.(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 10, 2026.
