(1) Vendor needs to provide Skill Training for Employment Pathways (STEP) program service to the government authority located in Boston, MA. – Deliver a collaborative model, cohort–based, career–specific vocational training and related support services.– The target population consists of work–authorized immigrants, including ORR–eligible populations1, who have limited English proficiency (LEP) and/or other barriers to accessing mainstream vocational skills training and obtaining or retaining employment in high–demand occupations.– Skill Training for Employment Pathways (STEP) Program is designed to provide Vocational Skills Training (VST) and related support services to refugees and immigrants through a collaborative partnership model.– The selected Bidder is expected to deliver the following core and supportive services, either directly or through formal collaborations with partner organizations:• Recruitment and Cohort Identification· Outreach and recruitment of eligible participants;· Intake and assessment of participant skills, experience, and training needs;· Development of Individualized Training, Support and Employment Plan (ITSEP). When services are delivered through a partnership, the ITSEP must be developed collaboratively, with close coordination among all partnership members.• Training Administration· Provision and delivery of a training course(s) with current curricula aligned with high–demand industries;· Bilingual and bicultural curriculum and instructional support;· Assistance with training–related fees, tools, equipment, or uniforms;• Support Services· Contextualized English language instruction;· Training–related coaching outside the classroom, as needed;· Digital literacy instruction and AI–use introduction, as needed;· Assistance with other training–related expenses not listed above;· Transportation and childcare assistance– as needed;• Post–training Services· Career counselling and case management to identify and remove barriers to participation and training completion;· Assistance with credential evaluation, certification, and licensing requirements;· Job readiness, employability services, and job placement assistance;· Internship, externship, or other work–based learning opportunities;· Referrals to effective community–based and public resources as needed; and· Accurate and comprehensive tracking of participant progress and milestones achieved;(2) All the questions must be submitted no later than August 21, 2026.
