Vendor needs to provide national communications plan development and implementation service. – Development and Implementation of a National Communications Plan on HIV, Viral Hepatitis, and STI Combination Prevention, Testing, and Treatment This aims to: 1. increase demand for services among key populations and priority groups;2. develop evidence–informed, multi–channel communication strategies; 3. support implementation across digital community platforms; and 4. integrate innovations such as Lenacapavir (LEN) within the broader HIV combination prevention.– develop and execute a comprehensive, evidence–informed, and implementable National Communications Plan on HIV, Viral Hepatitis, and STI Combination Prevention, Testing, and Treatment.– Develop a National Communications Plan that includes:• Clear objectives and results framework• Audience segmentation • Behavioral insights–driven messaging framework– Development of LEN–Specific Communications Plans• Develop Develop site–specific or context–specific communication plans for LEN implementation areas.• Develop and implement risk communication approaches, including:O Clear information on side effects, safety, and managementO Guidance for providers on communicating risks effectively– The Contractor shall provide secretariat and project coordination support to ensure effective implementation, stakeholder engagement, and timely delivery of all outputs.– Editing, Layout/Graphic Design, and Proofreading of the Final Communications Plan
