(1) Vendor needs to provide research, evaluation, data analysis, performance measurement, technical assistance, reporting and related evaluation learning partner service to the government authority located in Sacramento, CA.– Services include violence interruption, street outreach, credible messenger engagement, intensive case management, behavioral health linkage, workforce development, mentorship, reentry support, family engagement, and community stabilization activities• Provide the research, evaluation, data analysis, performance measurement, technical assistance, reporting, and related services• Evaluation Framework Integration: The evaluator shall review, refine, modify as necessary, recommend improvements to, and implement the draft LEP (Learning Partner Service) framework developed by agency based on approved agency Project Work Plan, grant goals, objectives, performance measures, and agency Level One Evaluation requirements.• Data Collection Plan– For each approved project goal and objective, the evaluator shall review, validate, and refine data collection tables identifying:• Data Elements• Data Sources• Frequency of Collection• Goal or Objective Supported• Data Management Plan– The evaluator shall review, refine, and finalize:• Data collection responsibilities• Data sharing agreements• Data quality review procedures• Data correction procedures– Data Analysis and Reporting Plan– The evaluator shall review and refine:• Analytical methods– Evaluation Framework Development– The evaluator shall:• Review, validate, and refine the project logic model.• Review, validate, and refine the theory of change.• Develop and refine evaluation questions.• Validate and refine outcome measurement framework(2) The contract period will be for one year.(3) All the questions must be submitted no later than September 25, 2026 .
