(1) Vendor needs to provide nursing home worker supplemental wage pay program services include application development, ongoing customer service support, data collection and validation, application intake and processing, eligibility verification support, multilingual customer assistance, payment administration, reporting, audit completion recoupment, and program integrity activities to the government authority located in Minnesota.– Program Administrationa) Develop and implement all operational processes necessary to administer the Supplemental Wage Payment Program. b) Develop and maintain a project management plan, implementation timeline, staffing plan, and risk management plan.c) Coordinate all implementation activities with state. d) Maintain sufficient staffing and operational capacity throughout the contract period.– Employer Data Collection and Validation: – The Contractor shall, in conjunction with state, be primarily responsible for collecting, validating, and maintaining employer–submitted wage and hour information. Responsibilities include:a) Develop secure processes for collecting employer wage and hour data. b) Receive, review, validate, and maintain employer–submitted data for covered employees. c) Identify missing, duplicate, or inconsistent records.– Application Administrationa) Develop and maintain an online application portal and alternative application methods approved by state. b) Accept applications in the form and manner established by state. c) Ensure applicants certify that they are covered employees and meet statutory eligibility requirements including working with state to verify.– Multilingual Applicant Assistancea) A temporary multilingual customer service help line. b) Telephone, email, and other customer support channels approved by State. c) Interpretation services for applicants with limited English proficiency.
