REQUEST FOR EXPRESSION OF INTEREST THE REPUBLIC OF UZBEKISTAN Uzbekistan Digital Inclusion Project Credit No: 7425-UZ Assignment title: Consulting services for Independent Third-Party Environmental and Social Monitoring Services during the Construction Phase Reference No.: UZ-DIP-561411-CS-CQS The Republic of Uzbekistan (hereinafter referred to as the “Borrower”) has applied for financing from the International Development Association (IDA) (hereinafter referred to as the “Bank”) in the form of a credit (hereinafter referred to as the “Credit”) to cover the costs of the Uzbekistan Digital Inclusion Project. “Administration of Technology Park of Software and I” LLC, as the Implementing Agency, intends to use part of the proceeds of the Credit to engage a consulting firm to provide Independent Third-Party Environmental and Social Monitoring Services during the construction phase of the Project. The objective of the assignment is to provide independent third-party Environmental and Social monitoring, compliance verification, auditing and advisory services to the Project Implementation Unit throughout the construction period, acting as the third tier of the Project’s Environmental and Social oversight structure in accordance with the World Bank Environmental and Social Framework. The assignment covers independent E&S monitoring of the following Project sites: Bukhara ITES Center (new construction, 7-storey building); Syrdarya ITES Center (new construction, 4-storey building, A+B Blocks); Qarshi ITES Center (renovation of an existing 2-storey building); Andijan ITES Center (renovation of an existing 4-storey building). The consulting services (“the Services”) include, but are not limited to: Independent monitoring and verification of compliance with the Environmental and Social Commitment Plan, approved ESIAs/ESMPs, Contractors’ C-ESMPs, Labor Management Procedures, Stakeholder Engagement Plan, Grievance Redress Mechanism and applicable national legislation; Independent verification of the environmental and social performance of the Civil Works Contractors and of the effectiveness of the Construction Supervision Consultant’s E&S oversight; Environmental monitoring and compliance verification, including pollution prevention, waste and hazardous materials management, air quality, noise, occupational health and safety, and emergency preparedness; Social risk management and compliance monitoring, including labor and working conditions, community health and safety, workers’ welfare, and SEA/SH and GBV prevention, and etc. The consulting services are expected to last approximately 38 months and are expected to commence on or about October 2026. To obtain full Terms of Reference for the assignment, please send your request to the following e-mail address: udip@it-park.uz. “Administration of Technology Park of Software and I” LLC now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (the “Procurement Regulations”), which sets forth the World Bank’s conflict of interest policy. The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Procurement Regulations and based on the following criteria: 1) General Experience Not less than ten (10) years of continuous experience in implementing environmental and social assignments for internationally financed infrastructure projects, with proven knowledge of international environmental and social standards and frameworks. Such experience shall include preparation of environmental and social instruments, environmental and social monitoring, compliance audits, due diligence, and implementation support throughout the project lifecycle. (Evidence: registration certificate; description of relevant corporate experience) 2) Specific Experience Proven experience in acting as an Independent Environmental and Social Auditor and/or Third-Party Environmental and Social Monitoring Consultant, including environmental and social compliance reviews, due diligence assessments and E&S audit assignments, for at least three (3) large-scale infrastructure or construction projects financed by the World Bank or other MDBs, including verification of compliance with environmental and social requirements, contractual obligations, applicable national legislation and the World Bank Environmental and Social Framework (ESF), of which at least one (1) shall have been implemented within the territory of the Republic of Uzbekistan, demonstrating proven knowledge of the national environmental and social regulatory framework and institutional arrangements. (Evidence: contracts, completion certificates, or client reference letters.) 3) Financial Capacity Annual turnover of at least USD 200,000 for any of the last two years (2024–2025), supported by financial statements. In case of a Joint Venture, the following shall apply: (a) General Experience and Financial Capacity shall be met in full by the Lead Partner independently. The experience and financial capacity of other Joint Venture members shall not be aggregated or combined with that of the Lead Partner for purposes of meeting these two criteria. (b) Specific Experience may be met on a combined basis across members of the Joint Venture, provided the Joint Venture as a whole demonstrates not less than three (3) qualifying assignments, of which at least one (1) shall have been implemented within the territory of the Republic of Uzbekistan, and provided each member contributes at least one (1) full qualifying assignment in its own right. Partial or fractional contributions by multiple members to the same assignment shall not be aggregated or double-counted. The qualifications and experience of Key Experts shall not be included at this stage.
