(1) Vendor needs to provide governmental accounting technical and financial reporting consultant services to the government authority located in South Lake Tahoe, CA.1. Lease accounting:– Review of new lease agreements.– Review of modifications, amendments, renewals, and terminations of existing leases.– Calculation of lease assets and liabilities.– Calculation of annual amortization schedules and journal entries.2. Subscription–based information technology arrangements:– Review of new and existing subscription agreements.– Evaluation of contracts to determine applicability under GASB 96.– Calculation of subscription assets and liabilities.– Preparation of amortization schedules.3. Compensated absences:– Assistance with ongoing compliance with the standard.– Review of compensated absence policies.– Calculation of the compensated absences liability as of the fiscal year end.4. Technical accounting and information technology consultation:– Assistance with complex governmental accounting transactions.– Financial reporting guidance.– Preparation of technical accounting memoranda.– Review of accounting treatment for unusual or non–routine transactions.– Consultation regarding implementation of new accounting standards.– Consultation regarding best security practices related to the information technology system design, security roles and definitions according to the city’s internal control environment and management practices.(2) All question must be submitted no later than July 27, 2026.(3) A contract period will be for one year.
