(1) Vendor needs to provide cloud hosted electronic bidding services.a. Detailed online instructions on how to use the platform.b. Online bidder registration.c. The ability to upload and save onto the platform any completed forms, disclosures and certifications that pursuant to law must either accompany an offer or must be submitted to the county prior to contract award, and, prior to submission, prompt bidders when such documents have not been incorporated into an bidder’s response.d. The ability for Bidders to electronically transmit, and the county to receive, all documents responsive to and required to be submitted either with the offer or before the contract award.e. Timestamping and permanent logging of all County and Bidder actions on the platform.f. The ability for prospective Bidders to post questions, and the County to post responses thereto, in a manner visible to all prospective Bidders.g. The ability of the county to extend the amount of time for submission of bids beyond the originally advertised time.h. The ability of the county to view which prospective bidders have downloaded bid documents, as well as immediately view submitted bids after the submission deadline has passed.i. Individual user accounts with password protected access for county officers and employees, wherein permitted activities in the system can be restricted and segregated. All activity shall be by user account to facilitate administrative review and investigation.(2) All question must be submitted no later than July 14, 2026.(3) A contract term will be for four years.
