(1) Vendor needs to provide sign regulation review, update, and revision service. • Prepare and adopt comprehensive, up–to–date, content–neutral sign regulations to replace existing city sign regulations.• Updated and Modernized. Existing City Sign Regulations should be revised to update outdated terminology and definitions• Digital Signage: The consultant shall evaluate and prepare recommendations regarding digital signage, electronic message centers (EMCS), dynamic displays, and emerging sign technologies using legally defensible, content–neutral regulatory approaches• Economic Development and Community Vitality. Sign regulations should provide a flexible regulatory framework that supports business visibility, wayfinding, placemaking, tourism, and economic activity while balancing community aesthetics, neighborhood context, and quality–of–life considerations• Aesthetic Integration. Establish standards that improve the visual environment and reinforce the architectural, aesthetic, and design character of the location(2) All the questions must be submitted no later than July 29, 2026 (3) The contract period will be for one year.
