(1) Vendor needs to provide cloud–based permitting system.– Provide a fully integrated, proven permitting solution along with the professional services necessary to complete the implementation.– Solution shall support permitting, application and technical review, fee calculation and collection, inspection, environmental compliance, engineering, customer self–service, document management, reporting, and related administrative processes.– Solution shall provide a consistent user experience, common security administration, integrated workflow, coordinated reporting, and access to related records and documents.– Utilize and manage technology in a cost–effective manner.– Enhanced features and functionality to support increased automation and reduced manual, paper–based processes.– Ability to drill into a record view to the supporting source data and documents.– Fully integrated system where data is only entered one time and available in real time throughout the system to eliminate re–keying of information.– Robust security capabilities with the ability to integrate to active directory.– Comprehensive financial processing capabilities, including configurable fee calculations, invoicing or fee assessment, cashiering, payment collection, receipts, adjustments, refunds, reconciliation, and supporting audit trails.– Provides robust, intuitive search and navigation functionality that reaches across all functions, modules, records, and attachments, including search by keyword, record number, address, parcel, contact, dollar amount, status, date, and other specified criteria.– Customer document replacement and version management.– Customer account management.– Dynamic workflow branching and ad hoc review management.– Cross–discipline workflow coordination.– Document retention management.– Provides a customer portal to allow electronic submission of permit applications, including required attachments and fee payments, including the ability to complete simple permit applications that don’t require plans and pay related fees entirely online.(2) All questions must be submitted no later than September 23,2026.
