Vendor needs to provide technical surveillance vehicle tradecraft course services to the government authority located in Washington.• Provide an on–site, multi–day Mobile Training Team (MTT) to deliver a specialized UTS Vehicle Tradecraft Course for approximately 12–20personnel recovery academy instructional staff.• Identify and map modern vehicle tracking mechanisms, including telematics, cellular modems, infotainment systems, and onboard diagnostics (OBD–II).• Analyze the “digital exhaust“ of vehicles (e.g., Bluetooth, Wi–Fi, RFID, and Sensors) and how adversaries exploit these signatures to locate evaders.• Develop and execute physical and technical tradecraft to minimize, mask, or defeat vehicular tracking systems during an active evasion scenario.• Prepare cadre to integrate vehicle UTS threat mitigation into the core Personnel Recovery Academy curriculum
