Vendor needs to provide web–based online marketplace solution.• A marketplace platform that enables efficient, cost–effective, and policy–compliant purchasing while supporting key procurement objectives, including compliance with mandatory statewide contracts and the promotion of in–state small businesses.• Provide a web–based, browser–accessible online marketplace platform compatible with current versions of major commercial browsers (e.g., Chrome, Edge, Firefox, Safari).• The platform must be available with at least 99.5% uptime, excluding scheduled maintenance windows communicated in advance.• Administrators must be able to add, remove, and manage users within their account; assign roles and permissions and reset access, ideally without the involvement of the contractor.• The platform should support spending limits, approval workflows, and order routing rules configurable at the account, sub–account, group, and user levels.• The platform should support role–based access controls, with at minimum the ability to distinguish between administrators, approvers, and end–user purchasers.• The platform must accept government purchase cards (P–cards) and credit cards as a standard payment method.• Offer access to a broad and diverse catalog of products and services, sourced from the contractor’s own inventory and third–party sellers.• Provide configurable account, user, group, and purchasing–control management at the State and PPA level.• Provide order management, invoicing, payment processing, fulfilment, returns, and customer service appropriate to the public–sector buyer.• Provide reporting and analytics capabilities sufficient for budget, audit, and policy–compliance purposes.
