(1) Vendor needs to provide financial master plan and cost of service rate study, miscellaneous fees study, and connection fees study service to the government authority located in city. – The plan will be aimed at enhancing customer awareness and understanding of rate and fee development and highlight effective and innovative communication strategies used by other utilities and organizations.– Analysis will compare proposed rates for each enterprise with that of neighboring and comparable municipalities– The cost of services analysis will determine the cost characteristics for providing reliable services. – Financial master plan and cost of service rate study.– Analysis will be completed for potable water and recycled water.– Communication and public participation.– Analyze the feasibility of pass–through rates.– Miscellaneous fees.– Connection fees.– District responsibilities.– Completion schedule. (2) All the questions must be submitted no later than September 10, 2026. (3) The contract period will be for one year.
