(1) Vendor needs to provide energy, telecommunications and broadband consulting services to the government authority located in Hartford, CT.  – The programs, policy development, market analyses, and regulatory activities.– Services shall include advisory, analytical, and policy–based consulting on an as–needed basis.– Energy market analysis wholesale and retail energy and capacity markets and related coordination with other required resources.– Advise office of telecommunications and broadband on federal broadband funding programs.– Assist with policy development related to broadband, including net neutrality, affordability and artificial intelligence policy and monitor such developments within federal and state government.– Stakeholder communications support– Special projects and technical studies– Thermal energy network feasibility and planning– Electrical transmission planning and other support– Energy efficiency, electrification, decarbonization, and demand management consulting(2) All the questions must be submitted no later than July 30, 2026.
