China: Emerging Infectious Diseases Prevention, Preparedness and Response Project Financed by the World Bank – Hainan Province Project (Global “One Health” Hainan Demonstration Project) Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity Contract Package No. 8 (Contract No.: HN-G-66) Invitation for Bids Date: July 22, 2026 Tender Reference No.: 0733-26092916/8 1The Government of China has received a loan from the World Bank towards the cost of the China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of this loan to eligible payments under the contract for Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity, Contract Package No. 8 (Contract No.: HN-G-66). 2CITIC International Tendering Co., Ltd. (the Procurement Agent), on behalf of Hainan Provincial Disease Control Bureau (the Purchaser), now invites eligible and qualified bidders to submit sealed bids for the following goods and related services: Contract No. HN-G-66 Contract Title Procurement of Equipment for Enhancing Infectious Disease Surveillance and Testing Capacity, Contract Package No. 8 Main Types and Quantities of Goods Automatic Biochemistry and Immunoassay Laboratory Automation System, High-throughput Gene Sequencing Platform, Genetic Analyzer, Integrated Intelligent Imaging System, Real-time Fluorescence Quantitative PCR System (10 Channels), Fully Automated Integrated Nucleic Acid Analysis and Detection System (RNA), and related services. The detailed requirements are specified in Chapter VI – Schedule of Requirements of the Bidding Documents. Delivery Period 90 calendar days from the date of contract signing. 3The procurement under this contract will be conducted through the Request for Bids method under the National Competitive Procurement procedures specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (the “Procurement Regulations”). Eligible bidders as defined in the Procurement Regulations are invited to submit bids. 4Interested eligible bidders may obtain further information from the address specified in this Invitation for Bids and inspect or purchase the Bidding Documents from July 22, 2026 to the bid submission deadline of August 25, 2026, during 9:00–11:30 a.m. and 13:30–17:00 p.m. (Beijing Time) on each working day (excluding Saturdays, Sundays, and statutory holidays). 5Prospective bidders should note the provisions on eligibility and conflict of interest stipulated in Clause 4 of the Instructions to Bidders in the Bidding Documents. Any bidder with a conflict of interest shall be deemed ineligible. 6The qualification requirements for bidders include: Business Scale The bidder’s average annual turnover for the latest three years (2023–2025) shall be no less than RMB 20 million. Contract Experience The bidder shall have successfully completed, as a supplier, at least 15 contracts for the supply of laboratory instruments or equipment of similar nature and complexity to the products to be procured under this project during the past 10 years (from January 1, 2016 to the present), with each individual contract having a value of no less than RMB 5 million. The bidder shall provide supporting documents that meet the requirements, including at a minimum: contract agreements, acceptance certificates issued by users, proof of payment/receipt of contract proceeds, and other relevant documents. The copies of contracts submitted as part of the bid documents shall, at a minimum, include pages demonstrating the following information: the project name, procurement contents, contract signing date, contract amount, and the contract signature and seal page. The bidder shall also provide the contact person and contact information of the final user. Technical Experience The offered high-throughput gene sequencing platform shall have at least five (5) years of manufacturing experience in producing similar products, and at least three (3) units/sets of the high-throughput gene sequencing platform shall have been sold. The bidder shall provide supporting documents meeting the requirements, including copies of key pages of sales contracts for similar goods and other relevant documents. Production Capacity Not Applicable. Financial Position The bidder’s financial position, as reflected in its audited annual financial statements (including balance sheets and income statements) for the latest three years (2023, 2024, and 2025), shall demonstrate sustained profitability. The minimum requirement is that the bidder’s net assets (calculated as total assets minus total liabilities) shall be positive in each of the latest three years. Cash Flow Capacity The bidder shall have sufficient available liquid assets [Liquid assets include cash and cash equivalents, short-term financial instruments, short-term available-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets that can be converted into cash within one year], lines of credit, and other financing sources to meet the cash flow requirements necessary for contract performance. The bidder’s other ongoing contracts shall also be taken into consideration. The minimum required amount shall be no less than RMB 4 million. Litigation History The total amount of any pending claims, arbitration, or other litigation shall not exceed 50% of the bidder’s net assets. This procurement allows joint venture bids. The maximum number of members in a joint venture shall be two (2), and either the lead partner or another member of the joint venture must meet the above qualification requirements. Further details are provided in the Bidding Documents. 7. Interested eligible bidders may submit an application to purchase the Bidding Documents at the address specified in this Invitation for Bids and pay a non-refundable fee of RMB 1,000. The payment may be made in cash or by direct remittance to the account of the Procurement Agent (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: China CITIC Bank Beijing Sanyuanqiao Branch; Account No.: 8110701013102383606). The Bidding Documents will be sent by mail. The Purchaser and the Procurement Agent shall not be responsible for any loss or delay of documents during the mailing process. 8. All bids must be delivered to the address specified in this Invitation for Bids no later than 08:30 a.m. (Beijing Time) on August 25, 2026. Late bids will be rejected. Bid opening shall take place publicly at the address specified in this Invitation for Bids. Bidders may send representatives to attend the bid opening. The bid opening time is 08:30 a.m. (Beijing Time) on August 25, 2026. Bids must be accompanied by a Bid Security. The amount of the Bid Security shall be RMB 540,000.00. 9.
