(1) Vendor needs to provide recreation strategic action plan services.– Executive summary:– This should articulate the overall need for the plan, key findings, and provide a summary of actionable priority strategies that can be tracked and updated over time to illustrate ongoing progress to the community.– Review of key existing plans, tools and data sets:– Consultant should conduct a review of existing plans, tools, and data sets to identify and incorporate existing priorities, gaps, opportunities, and other relevant information.– Stakeholder outreach and summary of findings:– Consultant shall deliver a summary of findings from different types of stakeholder groups and public outreach conducted.– Strategic action plan:– Define specific strategies that are tied to the goals and objectives identified.– Defined strategies and projects should include a discussion of entities involved, general priority, timeframe, and cost and resources needed for implementation.– Plan progress, including key milestones, findings, strategies, and opportunities for engagement.– A summary of the key Plan components, using spatial and engaging visual information.– Consultant should outline options for communication strategies (website, Story Map).(2) All the questions must be submitted no later than July 27, 2026.
