(1) Vendor needs to provide community development block grant five–year consolidated plan services to the government authority located in Jonesboro, AR.1. Needs assessment (NA) and market analysis (MA):– NA–05 through NA–50 (housing, homelessness, special needs, non–housing community development).– MA–05 through MA–50 (housing stock, public/assisted housing, homeless facilities, economic development assets).2. Strategic plan (SP) and annual action plan (AP):– SP–05 through SP–80 (geographic priorities, priority needs, anticipated resources, institutionaldelivery, anti–poverty strategy).– AP–15 through AP–90 (expected resources, annual goals, project summaries, program specific requirements).3. Affirmatively furthering fair housing:– Fair housing analysis compliant with 24 CFR 5.150–5.168, evaluating segregation patterns, racially or ethnically concentrated areas of poverty (R/ECAPs) and access to opportunity.4. Citizen participation and public engagement:– Design and facilitate at least two public hearings, two community public meetings, and one stakeholder focus group.– Design, distribute, and analyze a bilingual (English/Spanish) community needs survey (minimum target: 300 responses).(2) All question must be submitted no later than October 30, 2026.(3) A contract period will be for one year.
