(1) Vendor needs to provide federal legislative and policy advocacy services to the government authority located in Los Angeles, CA.• Develop and implement strategies to obtain federal funding for the projects and programs, including, but not limited to, major civil works projects, dredging, transportation infrastructure, digital infrastructure, workforce, security projects, trade and tariffs, and environmental initiatives through annual appropriations, authorization legislation, and agency funding programs and work plans.• Develop and implement strategies to engage the federal government to achieve changes to laws, regulations, or administrative actions to further department goals, including drafting and advancing legislative language.• Secure sponsors and co–sponsors on specific legislative and advocacy initiatives, build support among both house and senate leadership, and cultivate additional support from congressional members and committees of jurisdiction in both chambers of congress.• Garner support from the executive branch, including the executive office of the president, federal departments, commissions, boards, and their staffs to advance the department's priorities.• Engage in coalition building to support the department's advocacy objectives, including working with industry, organized labor, environmental groups, and other interest groups to garner support for specific legislative initiatives and related issues of importance to the department.• Assist with the implementation of additional relevant strategies supporting the department's advocacy objectives through message development, strategic planning, and outreach support.• Assist in the preparation and communication of supporting legislative materials, including briefing memos, talking points, letters, memoranda, bill lists, testimony, and interpretation of legislative language and its impacts on the department.• Arrange meetings with federal officials, members of congress and their staff, agencies, and stakeholders to advance the department’s goals and act as liaison to federal agencies.(2) All question must be submitted no later than October 20, 2026.(3) A contract period will be for one year.
