(1) Vendor needs to provide configurable regulatory program information management system.– Information from qualified software vendors, platform providers, system integrators, and implementation partners regarding solutions and services to modernize the information systems used to administer its industrial pretreatment program– Solution should support agency regulatory and operational business processes while allowing trained agency administrators to configure and maintain data structures, forms, workflows, decision rules, calculations, notifications, document templates, dashboards, reports, and new program variations without routine vendor programming– Establish a secure, reliable, and searchable system of record for regulated entities, facilities, authorizations, obligations, submissions, inspections, monitoring data, compliance determinations, enforcement actions, documents, and communications– Provide a unified view of each regulated entity or facility, including current status, history, related authorizations, inspections, monitoring events, submissions, violations, enforcement actions, contacts, assets, fees, and correspondence.– Digitize internal and external processes using configurable forms, workflows, tasks, approvals, reminders, escalations, and document generation– Support secure external self–service for applications, reports, document uploads, certifications, payments, status tracking, and communications.– Support field operations through responsive or mobile capabilities, including offline work where feasible.– Improve compliance visibility, workload management, operational reporting, data quality, and management analytics.– Use open standards and maintainable interfaces to exchange information with laboratory, finance, GIS, identity, document, payment, reporting, and regulatory systems.– Support field operations through responsive or mobile capabilities, including offline work where feasible– Describe browser, operating–system, responsive–design, mobile–device, and assistive–technology support, including the support lifecycle for each(2) All questions must be submitted no later than November 5, 2026.
